It may be premature to discuss the reconstruction process of the Gaza Strip before halting the ongoing massacre it faces, which is considered the central priority. However, it is inappropriate to ignore this issue, especially after numerous statements, articles, and proposals regarding it.
One of the most prominent reports is the recent joint work between the World Bank and the United Nations on reconstruction, addressing the period after the start of the aggression in October of last year until the end of January of the current year. The report indicated that the sector needs $18.5 billion to implement the reconstruction process.
The report discussed both direct and indirect expenditures, with indirect expenditures exceeding $70 billion. The reconstruction process must be dealt with responsibly as part of our people's right to development and as an inherent right to determine their destiny.
It is important to hold the occupying state accountable for the destruction caused by its savage war machine, and to build files regarding the economic crimes it committed before international courts, in addition to the human rights violations.
Reconstruction must not be allowed to be used as a tool to impose political conditions, and it should be carried out with the participation of all parties and under the umbrella of the Palestine Liberation Organization as a reference.
The National Reconstruction Authority can set priorities according to a national developmental vision, and it can include all parties or coordinate among them to take the reconstruction file out of the circle of division.
